Appeal Filed Against Five-Storey Elderly Home Planned in Żabbar’s Historic Centre

Dalli Advocates, acting as legal counsel to the Ħaż-Żabbar Local Council, have filed an appeal against a Planning Authority permit approving a five-storey elderly home in the centre of Żabbar.

In the appeal, filed before the Environment and Planning Review Tribunal, lawyers Veronique Dalli and Rachel Powell argue that the development remains disproportionate to its surroundings and risks undermining the architectural and visual integrity of the town’s historic core. It also raises concerns regarding unresolved planning issues, including site context and parking provisions.

The project has attracted significant public concern and follows sustained opposition from residents and the Local Council.
